It's less math and more pattern recognition.

There is a pattern in the numbers.

My original thought was colour codes because an HTML colour code looks like #229A02. That was entirely incorrect, but it may have helped me out further. An HTML colour code is #RRGGBB where RR is how red it is, GG is how green it is, and BB is how blue it is. There is a similar kind of grouping involved here, though it's not always in the same order.

There are three groups of items for each row, and six digits. Divide them into equal parts and see if you can find the pattern.

All the pictures matter. They are the pattern.
