How do these symbols translate into numbers? Or am I on the wrong track?

No a side note, I've seen these symbols before. I want to say on a puzzle box but I can't remember. Can someone tell me where these symbols have appeared before, it's driving crazy.

I'm not sure it's numbers... But I'm confused as well because I'm sure it's right in front of me.

I've entered every applicable term or word i can think of, like "forest fire" or "smoke", and I'm getting nothing.

I'm sure it's right in front of me.
