Wow. I got it now thanks to the hints, but I was going about it all wrong, because I was linking it to page 10 and the extra markings on page 11.
SPOILER only for page 10:
With the answer to the riddle for page 10 (Shakespeare) and the key to page 10 (fear), and then the 3 dots constantly repeated on page 11 (three) and the 1 and 5 in the bottom corner of page 11 (fifteen), I was convinced it had to do with Shakespeare's Julius Ceaser, beware the ides of March (3/15) and therefore had to be a "Ceaser Cypher" or a shift of letters such as a=x, b=y.
It had basically nothing to do with that, certainly nothing to do with page 10 or 3/15.

When I tell you that I’ve been trying to do Caesar’s cipher and other variations for like an hour lol I originally got cyedkyvc which came up as a Caesar cipher but couldn’t be decoded. I was down a rabbit hole, and also had know idea
I’m young and American okay, we’re dumb here
