This is a visual word riddle that will require a simple Google search to solve. Below are some graded hints leading to the solution which is a 4-digit code. It assumes you know keys 97 and 99. If you don’t know them, then don’t continue. . .

The entire page is important, as each piece contributes to the word riddle. Begin by examining the pixelated image(s) covering the page. Viewing it from at least 12ft/4m away will help immensely.

The image is actually two. The upper half is an upside-down image of the Mona Lisa, and the lower half is a sideways image of the Eiffel Tower, the iconic symbol of Paris, France.

Using these two images, combined with the key words, can give the clue 'Mona Lisa, in Paris, displayed since. . .' You are looking for a year in history.

This is really frustrating. The date is not the same on different pages I searched on google!

Depending on which source you use there are multiple dates possible for this- so very frustrating
