This a a really simple puzzle that will trip you up if you don't use the subtle hint at the bottom. Below are some graded hints leading to the solution.

The figure in the middle of the circle of numbers looks like a compass direction figure. The 16 numbers around the periphery are tied to directions on the compass.

The clue at the bottom tells you to 'add the news', but would be rendered with less subtlety as 'add the N, E, W, S'

Simply add the numbers 271 (N), 188 (E), 352 (W), and 149 (S). Their sum is the answer.
