So, with this hint, I was able to solve it. But it somehow annoys me not to know how you got there. ;)
How did you get to know? Does it have anything to do with some parts being bold? I just want to understand :D

you have a choice of two numbers, rotate the cogs until the first number hits the rotating cog. Eg number 1) cog rotates clockwise which makes the 2nd cog rotate anticlockwisewhuch makes 3rd cog rotate clockwise which makes the 4th cog rotate anti clockwise and the number that hits the cog is 28
